			<content:encoded><![CDATA[<p>This document is a report of the proceedings of the sharing and discussion forum on commercial pressures on land in Mindanao, Philippines held last 16 September 2009 in Cagayan de Oro. The said event was organized by ANGOC together with its parners: the Philippine Development Assistance Programme (PDAP), the Archdiocese of Cagayan de Oro (ACDO), South East Asia Rural Leadership Institute (SEARSOLIN) and Xavier University College of Agriculture (XU-CA). Participants from the Philippine government, Asian CSOs, the Catholic Church, and local media came to: discuss issues and challenges on food and tenurial security of poor rural sectors (e.g. small farmers, indigenous peoples, forest communities) vis-à-vis the plans of agri-related agencies; and present possible measures of safeguarding local communities rights over their land vis-à-vis agri-investments.</p>

<p>This publication is the second output of this collaboration. It documents the experiences of civil society organizations (CSOs) in Asia on working with the poor—developing their capacities to become self-governing sustainable institutions, scaling up organizations of the poor through coalitions, networks and federations, and building strategic partnerships.<br />
These rich experiences of CSOs were presented and discussed at the SCOPE Regional Workshop on Strengthening Rural Poor Organizations in Asia held in Bangkok in November 2005. We hope that this publication, the output of that workshop, will be useful for IFAD’s Country Programme Managers and project directors and staff of IFAD-funded projects in ensuring the sustainability of IFAD project benefits.</p>

			<content:encoded><![CDATA[<p>One major component of SCOPE is the review of IFAD project experiences in Asia in building organizations and coalitions of the rural poor over the past 10 years.  The review involves an examination of the project formulation process and institution-building components of IFAD’s projects in Asia and the Pacific, looking particularly at experiences in building organizations of the rural poor, reflecting both on the successes and failures, difficulties and reliance and sustainability. The case studies shall be used to draw out discussed with the country Portfolio Managers and subsequently finalized in this publication.</p>
<p>This review has been further enriched by the valuable inputs from the SCOPE Steering Committee, as well as from NGO representatives and five IFAD Project Directors during the “SCOPE Regional Workshop on Strengthening Rural Poor rganizations in Asia” last November 2005 in Bangkok, Thailand. In early February 2006, during the IFAD Asia<br />
Divisional Meeting, the review was discussed with the country Portfolio Managers and subsequently finalized in this publication.</p>
