Last 25-26 October 2010, the Association for Land Reform and Rural Development (ALRD), the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) and the International Land Coalition (ILC) jointly organised this Regional Workshop on Women and Land Rights, as a response to the urgent need to cast the spotlight on women and their access to and ownership of land. The objectives of the workshop were identifying strategic areas and developing a road map for 2011-2012, to strengthen ILC Asia’s work on women’s land rights.

Asian NGO Perspectives on Agrarian Reform & Access to Land: ANGOC Policy Discussion Paper

This paper examines agrarian policies and practices in terms of how land is linked to many complex social, economic, cultural and political relations. While drawing from upon experiences from Asian countries, the paper is much more than an analysis of Asia’s agrarian reform experience. The paper is a timely resource for policy makers and practitioners regardless of their countries of special concern or responsibility.

SUMMARY REPORT: NGO/CSO Engagement in Poverty Reduction Strategy Processes in Asia: A Discusion of Key Issues and Challenges

ANGOC organized a roundtable discussion on the theme “NGO/CSO Experiences in PRSP Monitoring and Advocacy,” in Siem Reap, Cambodia on 23-25 May 2006. This discussion was organized to provide a learning forum for NGOs to:
-Provide updates on country experiences on the PRSP processes, including NGOs’ participation in PRSP formulation and implementation;
-Share approaches and methodologies being employed by different NGOs in PRSP monitoring at various levels; and
-Examine the various advocacy issues that are being, or should be taken up by NGOs around PRSP.

Mindanao Lands for Agri-Investments or Agri-Colonialism – Proceedings

This document is a report of the proceedings of the sharing and discussion forum on commercial pressures on land in Mindanao, Philippines held last 16 September 2009 in Cagayan de Oro. The said event was organized by ANGOC together with its parners: the Philippine Development Assistance Programme (PDAP), the Archdiocese of Cagayan de Oro (ACDO), South East Asia Rural Leadership Institute (SEARSOLIN) and Xavier University College of Agriculture (XU-CA). Participants from the Philippine government, Asian CSOs, the Catholic Church, and local media came to: discuss issues and challenges on food and tenurial security of poor rural sectors (e.g. small farmers, indigenous peoples, forest communities) vis-à-vis the plans of agri-related agencies; and present possible measures of safeguarding local communities rights over their land vis-à-vis agri-investments.

CSO Experiences in Strengthening Rural Poor Organizations in Asia

IFAD is collaborating with the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) and the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) in contributing towards enabling the rural poor to form strong and sustainable coalitions and federations.

This publication is the second output of this collaboration. It documents the experiences of civil society organizations (CSOs) in Asia on working with the poor—developing their capacities to become self-governing sustainable institutions, scaling up organizations of the poor through coalitions, networks and federations, and building strategic partnerships.
These rich experiences of CSOs were presented and discussed at the SCOPE Regional Workshop on Strengthening Rural Poor Organizations in Asia held in Bangkok in November 2005. We hope that this publication, the output of that workshop, will be useful for IFAD’s Country Programme Managers and project directors and staff of IFAD-funded projects in ensuring the sustainability of IFAD project benefits.

CSO Experiences in Strengthening Rural Poor Organizations in Asia

Contents:

SCOPE stands for “Strengthening Capacities of Organizations of the Poor: Experiences in Asia”. The overall goal of SCOPE is to “enable the rural poor to form strong and sustainable coalitions and federations.” It aims to contribute to enhancing the capacity of IFAD and its partners to: (a) design and implement sustainable development actions of community based organizations (CBOs); and (b) promote upscaling and policy linkages of CBOs through their clusters and federations. SCOPE is a project supported by the International Fund for Agricultural Development (IFAD), and is jointly implemented by the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) and the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP).

Strengthening Capacities of Organizations of the Poor: Experiences in Asia: IFAD’s Experience in Building and Strengthening Rural Poor Organizations in Asia

One major component of SCOPE is the review of IFAD project experiences in Asia in building organizations and coalitions of the rural poor over the past 10 years. The review involves an examination of the project formulation process and institution-building components of IFAD’s projects in Asia and the Pacific, looking particularly at experiences in building organizations of the rural poor, reflecting both on the successes and failures, difficulties and reliance and sustainability. The case studies shall be used to draw out discussed with the country Portfolio Managers and subsequently finalized in this publication.

This review has been further enriched by the valuable inputs from the SCOPE Steering Committee, as well as from NGO representatives and five IFAD Project Directors during the “SCOPE Regional Workshop on Strengthening Rural Poor rganizations in Asia” last November 2005 in Bangkok, Thailand. In early February 2006, during the IFAD Asia
Divisional Meeting, the review was discussed with the country Portfolio Managers and subsequently finalized in this publication.
